If this were to happen, would it have a designated area for the war? Or would it just happen everywhere. I think it would be better if we had a specified area for the wars to take place.

If it would happen anywhere our beautiful cities would be decimated by attack forces so ye I think we should have designated areas of war "Hostile Lands"

The idea of a server turning from SMP into a PVP as always been a problem with me, I don't see the need for a full PVP as there are already so many, but I guess you could say that for SMP severs as well.
I've thought over some problems with having a minecraft server that is PVP all over the map and possible solutions, but they are only my opinion.
Spawn Camping
I can already see people taking advantage of others near spawn who do not have weapons and armor, as they still don't get much out of killing the person it can become rather annoying if the person keeps on spawn killing.
My solution would be have the main spawn area a No PVP part of the map, with a fence around the edges indicating PVP area's ahead via signs.
TNT Armageddon
I know from experience that enabling TNT on a map will always result in massive holes in random area's and tons of traps for unsuspecting miners. This can become a big problem over time as the holes become more frequent and bigger in size, not to mention the destruction of any building standing.
My solution would be to disable TNT completely as it's not a major part of mining and has no real purpose or use besides destruction.
Land Claim
After a battle the victors will most likely loot and steal anything they can get their hands on, including possible locked chests. Your items will never for the most part be safe unless your holding on to them, but then the factor of PVP comes into play making that feeling of safety false. I know from first hand experience that cheats for minecraft such as X-Ray can be used to locate items and cheats placed by other players, even if they are under ground.
My solution would be to have a "storage area" at spawn that will be locked to everyone but the player who owns the chests, and you could also make use of the money system if players want more room to store items.
Gangs and Clans
As you know people playing multiplayer games like to start gangs or clans if you will. This makes it hard if not impossible for a newcomer to the server to have success in the wilderness of the PVP world, as they will be under constant attack by more then one person at a time.
My solution would be to have gang or clan land area's where the gangs and clans own a fenced in area of land. Anyone who walks into the area will be attacked by more then one person, keeping the risk of running into a large group of people a lot less common.

When someone dies they might call the other person out for breaking the rules or making traps in Non-PVP area's. This will always lead to a big argument on who is right and who is to blame, and as we all know that can get pretty redundant.
My solution would be to have the spawn area and all Non-PVP area's building powers controlled by admins, so you know who is building in the area at all times.
Lack of real minecraft players
Most PVP servers tend to bring in more players that are just there to kill others and cause destruction. Whereas a SMP server brings in the calmer building types that enjoy creating and not destroying everything in sight.
My solution would be to have creative area's for the players looking to build something or keep out of the battles, it also will help the idea of your money system if implied.
In conclusion, the idea of a PVP server I think should be worked out by the admins and questioned by the community before put into full practice, and I'm sure you will have a fair share of people arguing both sides.

I agree with you on the He said She said.. i used to play on an rpg server and there would always burst out a conflict between players or even players vs admins which would end in ban for inappropriate langugage and lots of spam on main chat making it impossible to have a nice game of minecraft even admins would break the servers rules by summoning stuff. e.g diamond swords/armors and there are admins at the moment who do summon their weapons if they want to combat somebody and they will tease that person by killing them and stealing their items.
Honestly my opinion is not to have pvp because it\s just going to cause lots of trouble and triple the work for admins causing a possible recruitment of more admins who will not be experienced and might be crooked causing more mayhem.

Well, in my opinion, PvP should be enabled, but have consequenses(if ur not fighting 'friendly' or agreeing on it from the start). Since we're gonna have a prison, killing someone would send you to jail in a blink of an eye. On the last server we had 'the Collosseum', an arena where players could fight eachother. Areas similar to this will be the only places PvP is enabled.
Since we're going for a 'real-world' type of server, its obvious that PvP has to be enabled. We just need some police officers, that can make sure the law is being followed. If ur going straight to prison or by the court, is decided by what evidence and witnesses the 'killed person' has.

But wouldn't that result in lots of complications and screen shotting and possibly spying on someone or getting dirt on people to get them out of the server? Police officers could be corrupted as well (admins only?) i don't think so. EVEN what if someone forges a pictures e.g takes a picture of one moment and then another and says that they happened in order of 1,2 instead of order of 1,5 if you understand what i mean by that.
